Mike Beebe - Governor
Mike Beebe was elected 45th governor of the state of Arkansas Nov. 7, 2006, following more than two decades of dedication to Arkansas public service. As a state senator and attorney general, he worked for more than 20 years to represent the people of Arkansas. As governor, he will implement the positive vision he laid out for Arkansas, to move our state forward.
Gov. Beebe was born in Amagon, Ark., (Jackson County), in 1946. He earned a bachelor's degree in political science from Arkansas State University in 1968 and a law degree from the University of Arkansas at Fayetteville in 1972, all the while serving his country in the U.S. Army Reserves.
Elected to the Arkansas Senate in 1982, he worked for 20 years to achieve fiscal conservatism, to reach across party lines and to solve problems. As governor, he is committed to continuing his service and leadership to our state and its people.
Gov. Beebe and his wife, Ginger, have three adult children. He is an active member of Trinity Episcopal Church in Searcy, where he has served as senior warden and member of the vestry.
William L. "Bill" Walker, Jr. - Director - Arkansas Department of Career Education
Confirmed by Gov. Mike Beebe, William L. "Bill" Walker, Jr., was sworn in as the 10th director of the Arkansas Department of Career Education (formerly the Arkansas Department of Workforce Education) March 16, 2007.
An Arkansas native, Mr. Walker has a rich background in business and public service. In addition to majoring in business at Philander Smith College and the University of Arkansas - Little Rock, he has started and managed two successful businesses.
Mr. Walker began his public service when he was elected as a justice of the peace on the Pulaski County Quorum Court. He then served eight years in the Arkansas House of Representatives and eight years in the state Senate. He most recently served on the Arkansas Parole Board.
Mr. Walker and his wife, Sharon, have one daughter, Alyson.
Robert P. Treviño - Commissioner - Arkansas Rehabilitation Services
Commissioner Robert P. Treviño was born in Warrington, Great Britain. He holds a BA in political science from Louisiana State University in Shreveport and a master's in public administration from the University of Arkansas at Little Rock. While in graduate school, he was the recipient of the Arkansas City Manager Association Scholarship and the LULAC National Education Scholarship.
Mr. Treviño currently serves as the commissioner of the Arkansas Rehabilitation Services division of the Arkansas Department of Career Education. Before joining ARS in October 2005, he served as the policy advisor for economic development to Gov. Mike Huckabee. Mr. Treviño has also served as the city manager administrative coordinator for Little Rock.

Pamela Harris - Human Resources Administrator

Pamela Ligon Harris is responsible for the agency’s Human Resources and Staff Development functions. A native of Chicago, Illinois, Ms. Harris earned her Bachelor of Science degree in Business and Administration from Chicago State University. Since relocating to the Little Rock area, she has served as business director for then-Secretary of State Sharon Priest and as Training and Human Resources Manager for the federal bankruptcy court.
Ms. Harris joined the agency in her current position in September 2007. She is responsible for recruitment and hiring activities, payroll processing, benefits administration, employee relations, record keeping and reporting, and staff training. Ms. Harris is a member of the Society for Human Resources Management.

Alicia C. (Cissy) Rucker - Associate Director/Administrator of Arkansas Career Training Institute (ACTI)
After retiring with almost 34 years of military service, Cissy Rucker was selected to serve as Administrator, Arkansas Career Training Institute at Hot Springs (2009-Present). She holds a BA in Sociology from the University of Arkansas at Little Rock and an MA in Marketing from Webster University. A former state employee, she has more than 33 years managerial experience as well as many years of specialized management with an emphasis on diversity and problem solving.
Judy Smith - Director, Transition Services
Judy Seriale Smith has been with the agency since May 2007 serving as Director of Transition Services and recently served as Interim Administrator for the agency's Arkansas Career Training Institute in Hot Springs as well.
Ms. Smith is a graduate of Grambling State University with a Bachelor’s degree in Social Work. Before joining ARS, she served as the Executive Director of Arkansans for Drug Free Youth in Camden, Arkansas, a non-profit substance abuse and violence prevention organization serving young people in Ouachita County from 1984 to 2002. She went on to serve as Executive Director of the Arkansas Minority Health Commission from March 2002 until May 2007.
In 1990, Ms. Smith was elected to the Arkansas House of Representatives where she served for eight years. During her tenure there, she was elected Deputy Majority Leader, served as Vice-Chair of the House Public Health, Welfare, & Labor Committee and chaired its Human Services sub-committee. She also served on several local, state and national committees. In 1998, Ms. Smith was the Democratic Nominee for the Arkansas’ Fourth Congressional District.
Ms. Smith’s community involvement has ranged from working with young children to helping youth develop intergenerational activities.

Carl Daughtery - Chief of Field Services
Carl E. Daughtery is a native of North Little Rock, Arkansas. He earned his Bachelor of Arts degree in Sociology from Philander Smith College in Little Rock and earned a Master’s Degree in Public Administration in 2001 from Webster University in Jacksonville, Arkansas. He also graduated from the University of Arkansas Currents Leadership Institute in 2005.
Before being appointed to his present position in August 2009, Mr. Daughtery served as the Interim Chief of Field Services. He previously served as District Manager for five years in the Vocational Rehabilitation Field Services Program covering the North Little Rock, Conway, Russellville and Lonoke field offices.

John Wright - Chief of Financial Management
John Wright, assistant commissioner of financial management is a 22-year veteran of the vocational rehabilitation field. He is responsible for administration of financial management of ARS, which has an annual operational budget of $50 million and nearly 500 employees.
Wright is a member of the American Institute of Certified Public Accountants and the Arkansas Society of Certified Public Accountants.

Jim Moreland - Associate Director Special Programs
Jim Moreland has more than 30 years work experience within the field of rehabilitation having worked for Arkansas Rehabilitation Services (ARS) since 1985. He began his employment with ARS as a Psychological Examiner with the Rehabilitation Initial Diagnosis & Assessment for Clients (RIDAC) program and in 1992 was appointed Program Administrator. He has also served as Program Administrator of the agency’s Alternative Financing Program (AFP), Disability Management/Return-to-Work (DM/RTW), and Arkansas Kidney Disease Commission (AKDC) programs prior to assuming the position of Associate Director for Special Programs in 2008.
Mr. Moreland is a graduate of the University of Central Arkansas having a Bachelor of Science degree in Speech Pathology and Master of Science in Community Agency Counseling. He is licensed by the state of Arkansas as a Psychological Examiner.

Randy Parker- Director of Program Planning and Evaluation
Randy Parker is a native of Little Rock, Arkansas. He earned his Bachelor of Science in Business Administration from the University of Arkansas at Fayetteville. A Master’s Degree in Rehabilitation was completed in 1980 from UALR. He completed the Arkansas Leadership Institute in Rehabilitation in 1999.
Mr. Parker has over 30 years experience in the field of rehabilitation. His work history includes vocational rehabilitation counseling, assistive technology training and outreach, program coordinator in a rehabilitation center, and 10 years as program evaluation specialist in the program planning development and evaluation (PPD&E) section of ARS. Mr. Parker currently serves as the Director of PPD&E with responsibilities that include federal reporting, quality assurance, community program development and state plans.

Rodney Chandler - Business Services Manager/Staff Development Manager
Mr. Rodney Chandler, an Arkansas native, joined Arkansas Rehabilitation Services in 2008. He holds a bachelor’s degree in business management from Philander Smith College in Little Rock. Rodney’s rich background includes experience in multiple disciplines and industries gained from employment with numerous fortune 500 corporations.
As Business Relations Manager, Rodney’s primary responsibility is managing the agency’s Business Service Consulting Division which assists employers and businesses with staffing and disability-related issues. Additionally, he is responsible for staff development training and administration of the agency’s employee-relations initiative and charitable employee-giving campaign.
Mr. Chandler presently serves as a member of the University of Arkansas at Fayetteville Central Arkansas Advisory Committee on ways to increase enrollment of students graduating from central Arkansas high schools and other issues pertaining to capacity building for the university. He is also Board Chair of Second Baptist Christian Academy School.
Mr. Chandler and his wife, Delores, have three children, Reginald, Nicole and Terence.
